It is quite out of the question to forward him to his supposed Settlement in Waterford, Ireland. If he had a "Settlement" there, which is by no means clear, it is highly probable that it has been lost. Besides, the suggestion of sending him home by a Man-of-War is little short of absurd; he has no title whatever to be so conveyed.
I cannot doubt that the expenditure incurred... The man most probably is a naturalized subject of the United States.
I would therefore advise that the following course should be pursued... There being no lunatic asylum...
